Sounds to me like it was not discussed in full before the hunt. That is really bad on his part and even worse on your part for assuming. Have a friend call to book a hunt and ask all the questions including the part about the rest of the money if no shot is taken. Only knowing one side of this makes it difficult to answer. If they always do there hunts that way and did not tell you then it is on them. If they did not ask you for the rest of the money when you arrived then I would think you would not pay the rest until you pulled the trigger.
