You can use a bolt action like a single shot. Just load it with one bullet.

I learned long ago you can't reason someone out of something they don't reason themselves into.

Easy answer: 7mm-08, with a stock which FITS HIM !!!!!! Most important!!!
Adjustable trigger with a light, crisp, pull , this will help cut down on flinching.
Hornady "Lite" ammo at Cabela's, is a stone killer.
I got my daughter a Browning X-Bolt MICRO. Fits her perfectly and is VERY accurate.
look at the Ruger American, fits this criteria and is VERY affordable.
Also VERY important, get a GOOD quality scope, not one in a bubble pack at wally World.

If you cant find 7mm-08, Hornady has the same "LITE" ammo in .243 which will be very easy to fine. My daughter used it to kill two whitetail and a black buck , before she moved into her Browning 7mm-08

243 is my first choice for a kid his age. I put a supressor on the one my kids shoot. Took all the kick out of it and sounds like a 22mag.

I got a 243 in junior high, a Browning A Bolt. I still hunt with it, have killed several deer, dozens of hogs, and lots of varmints. It has never let me down, and I'll get one for my son in a couple years.
