The ATF's website suggest you use certain search engines to complete the form. Is this still and issue, or can you use what ever version of Internet Explorer you currently have loaded?

You can also use Internet Explorer in compatibility mode. I use FireFox though.

You could try using Torch, that is usually compatible with a lot of stuff, especially when sites require newer or older versions of Explorer. It's also a lot safer to use than Explorer and Firefox if you are worried about that kind of stuff.
