Yes, I believe you are correct. Since the hunts are taking place on STATE
land I don't think nonresidents should be eligible to hunt. That said, I've only seen a nonresident hunting on a TPWD public hunt once.
Also, another rumor I heard is that we don't get the same treatment when applying in other states? If this is actually true then why do we not get a better percentage rate like all the other residents in their home state?
Yes, also true in nearly every western state where the vast majority of hunting takes place on FEDERAL
land. While I agree that residents should receive the majority of permits some states like Oregon only allow 2% of permits to go to nonresidents which I think is pathetic and greedy. Same in NM which only gives 6% of permits to unguided nonresidents. I wish the Feds would stand up to these heavy handed greedy state policies and threaten to stop hunting on federal lands if those states don't agree to give nonresidents their fair share of permits.
