All public land had opportunity. Does it have an opportunity without scouting? That is the question. Unless you get lucky, you need to put in your time scouting. I have a public land area that I use, and with scouting I have found three great spots that I at least see deer each time I go. During opening weekend of Bow season, I saw a nice buck, just could not get him to come closer. Last year during rifle season I went to my spots 5 times, I saw does each time, a non legal buck two of the 5 times and killed 1 legal buck. Not bad odds for public land hunting. Its tough, but can be done.
