Tractor broke down and I can't shred my sunflower patch. Can I pull a drag through the field and knock down the sunflowers in some rows or is that baiting? What about dragging around the edges for driving lanes to keep the sunflowers out of the radiator.

Absolutely 100% legal. You can do what ever you want for dove except put seed out for bail

Was having second thoughts about the drag. I know that the shredder is "normal agricultural practice" but just knocking them down with a pipe drag...was hoping someone had been there before.

Negative it is still protected by the Migratory bird act. If they are wild sunflowers you should be safe, if you planted them and it is not a normal agriculture practice it can be consider baiting.

I may be wrong, but was always under the impression if you planted something for Migratory Birds you had to make some attempt to harvest it?

I don't think Shredding is normal ag practice, that's why you can't shred jap millet or corn for waterfowl. However, dove have different regulations.
I don't think it's any different than shredding and you should be fine for dove as long as seed aren't brought in.

Depends on the definition of normal agriculture practice My argument would be that using a drag harrow or improvised implement to serve as one is a normal ag practice. IF you got more than a warning then you got very unlucky and found a federal warden having a very bad day. I have hunted with State wardens in a condition exactly as you described. I also bet there are some prosecutors that wouldn't touch the case with a 10 foot pole when you plead not guilty to a charge like that for a very gray interpretation. I think you are splitting hairs, I'd be game-on until an official told or forced me to stop.

100% Legal! You can grow and manipulate crops for Doves. It does NOT have to be for Ag purposes. You can grow crops for ducks and geese as well. You just can not manipulate it. Only flood it. I plant Hubrid Sunflowers in my dove fields along with Sesame, Browntop, and white Prosco millet. I can cut it, burn it (if no burn ban in effect) or shred it and rake it. I can drive through it with my truck or walk around and kick dirt with my boots. It's perfectly legal. We have had game wardens check us plenty of times in my fields and I have NEVER gotten a ticket nor has anyone in my group.

However, planted millet that grows on its own in subsequent years after the planting is considered natural vegetation on or over a normal soil stabilization practice on or over lands or areas where seeds or grains have been scattered solely as a result of a normal agricultural practice except waterfowl and cranes may not be hunted where grain or other feed has been distributed or scattered as the result of: pre-harvest manipulation of an agricultural crop; or livestock feeding; over crops or natural vegetation where grain has been inadvertently scattered as a result of entering or leaving a hunting area, placing decoys or retrieving downed birds; using natural vegetation or crops to conceal a blind, provided that if crops are used to conceal a blind, no grain or other feed is exposed, deposited, distributed or scattered in the process. A hunter may not: hunt migratory birds with the aid of bait, or on or over any baited area hunt over any baited area until 10 days after all baiting materials have been removed hunt waterfowl or cranes over manipulated planted millet, unless the millet was planted more than one year prior to hunting hunt waterfowl or cranes over crops that have been manipulated, unless the manipulation is a normal agricultural post-harvesting manipulation in accordance with official recommendations of State Extension Specialists of the Cooperative Extension Service of the U.S. Department of Agriculture. No person may place or direct the placement of bait on or adjacent to an area for the purpose of causing, inducing or allowing any person to take or attempt to take any migratory game bird by the aid of baiting on or over the baited area.

Moot point now. I used the drag to clear my road around the side of the field from one gate to the other and, even with a make-shift screen over the front of the truck, I filled the radiator with sunflower seeds and junk.

Moot point now. I used the drag to clear my road around the side of the field from one gate to the other and, even with a make-shift screen over the front of the truck, I filled the radiator with sunflower seeds and junk. We always draped an old bed sheet over the front of the radiator...just keep an eye on the temp gage and stop periodically to shake off the buildup the roll on again. And make sure you rinse the radiator out good with a water hose when your done to get the dust out.
