I haven't seen a deer like that yet this year and usually not that bad. Could be nothing to some kind of mite, mange or some other dermatitis thing.

Deer do get sick, and I've seen some of our livestock shed after a bad fever or even an injury. He does look a little bony, maybe?

About half of my deer look like this. I guess they don't pay attention to your rules about seasons.

Yep, all deer will do this.Bucks will loose that summer hair and slick off to a fall/winter coat within a few days of stripping of their velvet. I have some that look like that here.
