Just got a vortex pst and I need to mount it on my rifle. I wanted to lap the rings and make sure everything is level but dont really want to spend $100 on the wheeler mounting kit. Any cheaper options or gun smiths I can take it to in the Dallas area to get done?

Where you located?

I use the 2 level method, cost 25 bucks at cabelas like Weaver-Crosshair-Leveler. I also have a Leupold's Zero Point Bore Sight Tool to at least get on paper, and is usually darn close to the bullseye.

Lap, mount, boresight at a dealer is probably going to run you 40-50 or more, you'd be half-way to the mounting kit right there, and there's one on ebay at $70 with 0 bids and 21 hours to go. I think I paid ~$80 for one I got on sale a while back. They've gone up a lot since I got mine but you can still find deals.

I'd loan you mine if we were closer.
