Can you guys tell me what would be the best powder for loading 5.56 at max velocity - 60gr. partition out of a 14.5" barrel

There is probably no real"best" but I would look at one of these for velocity CFE223/TAC/Benchmark/N135/XBR8208

Good question, Especially in the shorter barrels.

My favorites are Varget, RE-15 , N-540, AR-Comp and Tac

Really like to know with a 14.5" barrel with 55-77gr bullets

Does all the powder burn up? Efficient??

I guess so, since there are AR pistols now wit 8" barrels.

From my experience Varget and Reloder 15 are not too efficient until bullet weights are 69gr and heavier. They Can be very accurate but not stellar in the velocity dept.
AR Comp is slightly faster burning than Reloder 15 so it would also be a good choice for the 60gr bullet and a good all around powder.

Pretty much what I figured the answer would be.

I wouldn't sweat the barrel length unless you're concerned with muzzle flash. The powder that gives the best velocity in a 24-inch barrel will give the best velocity in a 16-inch barrel almost always.

I've been using H4895 with 60-grain Partitions and it seems to work okay.

For comparing powders in your application, here's what QuickLOAD has for you:

Code:
Cartridge : .223 Rem. (SAAMI)
Bullet : .224, 60, Nosler Partition 16316
Useable Case Capaci: 25.920 grain H2O = 1.683 cm³
Cartridge O.A.L. L6: 2.260 inch = 57.40 mm
Barrel Length : 14.5 inch = 368.3 mm

Predicted Data for Indicated Charges of the Following Powders.
Matching Maximum Pressure: 55000 psi, or 379 MPa
or a maximum loading ratio or filling of 115 %
These calculations refer to your specified settings in QuickLOAD 'Cartridge Dimensions' window.
C A U T I O N : any load listed can result in a powder charge that falls below minimum suggested
loads or exceeds maximum suggested loads as presented in current handloading manuals. Understand
that all of the listed powders can be unsuitable for the given combination of cartridge, bullet
and gun. Actual load order can vary, depending upon lot-to-lot powder and component variations.

41 loads produced a Loading Ratio below user-defined minimum of 80%. These powders have been skipped.

Like somebody else said, there probably isn't a best powder, just a lot of good powders. I use H335, AA2230, 3031, IMR4064, Varget, and BL(C)-2, and I might be forgetting one. I like the H335 for the 40 gr Nosler BT's and a couple of other loads. I don't use Varget much, since I haven't seen the wonderful accuracy that others have reported, not to mention that it fills the case a bit too soon.

From what RR posted it looks like they're all about the same velocity.

Just find the one that works best in your gun. Win 748 and CFE 223 are ball powders that meter really well.

If it was me, and I didn't have any of these powders already, I think I'd hunt down some H322...but that's because I have a Chargemaster. I don't know what AR Comp is like through a measure but if it will meter well it looks like a great choice. Otherwise I think I'd try W748---I know how well it meters.

AR Comp is alright through a measure. It's a short stick powder which means while it's not as bad as Varget, you still have to watch for variations if it concerns you. I just trickle each round I load with it.

I use 748 as well for the same reason and it meters like a champ.

Win 748 is a good powder meter well.
A us army guard national match shooter told me its only down fall:
The ammo will preasure spike on hot days if you leave out one a sunny bench.
He just kept his in a inulated box to keep the point of aim the same.

I've had excellent results with AR-Comp with all bullet weights 55gr on up & it meters like pouring sand from a boot! DEFINITELY worth your attention.

What I use in .223, pushing 50 or 55 gr Nosler Ballistic tips. Gives me good results in accuracy and one shot kill performance.
