You can kill them in Trans Pecos region of Texas on several very large ranches.

???? Non-Residents can hunt cow elk in NM.
Non-residents are not eligible for the public draw tags, but they can still purchase ranch only or unit wide landowner tags and hunt.
I have Ranch Only Either Sex Archery hunts available (landowner tag included)

Longfellow Ranch in west Texas. They run them in January and have 100 percent success. About as free range as it gets. 800 per cow
