Is it legal to kill a Turkey Hen in Texas on public land or just a gobbler?

Fall is legal. Bearded hens only in Spring.

I believe bearded hens are only allowed in the fall IIRC

First look at the season listing for the county your public land is in.
http://tpwd.texas.gov/regulations/outdoor-annual/hunting/seasons/county-listing/

As an example I will use McMullen County. The bag limit for McMullen County includes Gobblers or Bearded Hens.
http://tpwd.texas.gov/regulations/outdoor-annual/2014-2015/counties/mcmullen

But then you need to check the rules and regulations for the public land your hunting to see if it is open for Turkey hunting at all, if there are any additional restrictions, or if there are season date differences set by the lands controlling authority or area hunting manager. As an example I will use James Daughtry WMA which is within McCullen County. Turkey is not listed in the Game listing for general hunting on James Daughtry. But it is included in James Daughtry's drawn hunts with a bag limit of one Turkey; Gobbler Only. So even though bearded hens are allowed to be taken during spring season in McMullen county with a bag limit up to four birds, if you hunt James Daughtry WMA this spring, you are not allowed to hunt Turkey at all unless it is a drawn hunt and the drawn hunt only allows one Gobbler.

For trivia since the original question before edit was a general "Is it legal to kill a Turkey Hen in Texas?". Again check each specific county listing. As an example I will use Young County were I hunt. Young County Spring Season allows Gobbler or bearded hen. Fall season lists Either Sex. So in young county you can take bearded hens in the Spring and any hen in the Fall.
