They were perched on my neighbors roof yesterday morning. They look like ducks but I have never seen them on a roof before.

Black bellied whistling duck. Common name would be "whistlers," "tree duck",or whistling duck. There's a couple other subspecies as well

They will hang out anywhere there is feed or they can flush on to irritate the owner..like boat docks, porches, roofs, boats,etc.

They have class or talons at the end of their webbed feet for perching in trees. One of mother nature's oddities.
