SBR Stamp Question

I am looking at building a 9" 300 Blackout. I would like to get a .223/556 upper for it as well, possibly a 10".
Does this mean I need 2 stamps, one for each upper?
Also, might seem like a dumb question, where do I get the forms to submit for a stamp?

One stamp per SBR'd lower. The lower is the firearm, so only a stamp for it and mix and match uppers as you like. I believe you do have to continue to own the upper described on the smp application.

This isn't "law" but it's accurate today and pretty handy.
Just to make sure that it is done thoroughly, I go both ways.

This isn't "law" but it's accurate today and pretty handy. #1 is wrong. You can have a complete rifle (no stamp, 16"+) and a short upper. You can not have a complete no stamp lower half and a short upper. Course that's in your home. If you are traveling around with a complete rifle and short upper, then you will have a lot of explaining to do. And I believe they recently did away with #11. You can no longer shoulder the brace.
It is far more important to be able to hit the target than it is to haggle over who makes a weapon or who pulls a trigger.
