I hunt in jacksboro. I know it's doe and spike season til the 18th, and youth season. Can youth shoot a buck over 13 inches or just doe and spike as well?

Yup, send them youngsters out there to get a buck (over 13" if AR county), or a doe or spike

Jack County is one of the 238 counties on the list. Makes you think it would be easier for them to list the 16 counties that cannot hunt the extended youth season.

In Anderson, Brazos, Camp, Delta, Fannin, Franklin, Gregg, Grimes, Henderson, Hopkins, Hunt, Lamar, Leon, Madison, Morris, Rains, Red River, Robertson, Smith, Titus, Upshur, Van Zandt and Wood counties, the bag and permit requirements are the same as the period Nov. 27-30, 2014 for each respective county (see County Listings); and
For the remainder of the state, the bag and permit requirements are the same as for the first two days of the general season in the county (see County Listings).
