Wild hogs are considered exotics, meaning no season, no limits, and any legal killing apparatus can be used. They are always considered nuisance and the landowner can eliminate without license. Except for the landowner, any participant (hunter) must have a Texas hunting license. (Source-phone call to TP&W in Austin)

See page 25. A hunting license is not required to hunt the following: It states:
Depredating feral hogs, if a landowner (resident or non-resident) or landowner's agent or lessee is taking feral hogs causing depredation on the landowners land.
So, with that stated in the Outdoor Annual, a LO can appoint anybody he wants to kill hogs on his land, license or no license.

So this one has sat for a little while. Now that we have had a minute to process everything, are there any closing thoughts, comments, ideas, or suggestions?

Thanks!
