That's a pretty specific garment. Maybe explains the lack of recommendations.

"All-in-one" parkas are not my cup of tea as they tend to be both heavy and bulky. Plus, the only truly "waterproof" garments are shells/rain gear designed as such. IMO the better way to go for all but arctic cold conditions is layering with base, mid-layer, and outer layer/shell. A good down or quality synthetic fill jacket over a quality base layer will keep you warm in most any conditions without all the bulk. Use the shell as needed for added warmth/wind breaking/precip protection.

Any of the Cabela's parkas are great....pick the one that best suits your needs and you'll be good to go. I have the dri-fowl II parka. On New Years Day, I sat in steady freezing rain with temps that never got above 30 degrees for 4 hours and never got cold or wet (except for my hands).

I was lucky to have purchased the Field & Stream, 3 in 1 Parka from Dick's 3 seasons ago on clearance, paid $29.99, regularly priced at $179.99. Absolute warmest jacket and waterproof that I have ever worn. Have had to take it off while up in tripod in 30s degree weather. Best buy I've ever made for hunting apparel.

As much as I hate to say it I have a parka from Bass Pro. It is the red head brand and has been great. I think it is 5 or so years old now. Has a inner and outter jacket that zips together. The outer is wind and water proof. Works really well in cold weather and wind.

Bass Pro Red Head brand Extreme Elements parka and pants. I have had for several years and it works great. Used in Colorado in snow, rain, etc and very happy with it. Completely waterproof and very warm.

What's primary use going to be?

Reason I ask is you have long and you have wader cut jackets.

There are a lot of good jackets out there.

To be truely water proof make sure it is critically seam sealed.

I bought the Cabelas bowhunter SST set last year and I joke with my wife that it is like a big warm hug whenever I wear it. Spent 11 hrs a day in a stand hunting this New Jersey bear season in Dec and stayed warm. And it is scent loc...

Need more info like location (i.e. Texas Panhandle Cold or Arctic Circle February Cold).

Best to go with layers like was already stated and add/subtract as needed.

My +40 to -40 rig:

Polypropylene long underwear and long sleeve thermals
Medium weight fleece long sleeves
Heavy Weight fleece pants
Down Mountaineering pants
Heavy Fleece Sweater
Down Mountaineering Parka
Gore-Tex Proshell Jacket and Pants
Fleece Balaclava
Beaver fur hat

Optional: Bottle of Scotch.

If you have a pack with you than layers can be added/removed as weather changes and it will keep you comfortable from +40 to -40. Isn't cheap though (>$1500 for quality everything). Plus you better add another $4-500 for good boots and gloves/mitts.

You can do it for a lot less if say it's a +40 to 0 rig or if you are not worried about having to survive a night outside if a freak storm rolls in.

Not sure if this will help, but here goes anyway:

My favorite overcoat is a USGI ECWCS goretex jacket. It is waterproof, windproof, and works great if you layer underneath it. For example I'll wear an undershirt, then put on a fairly tight fitting Reebok fleece 1/4 zip, then put on my loose fitting full zip Redhead fleece, and if it is cold enough, or raining, I'll add the ECWCS goretex jacket. If it is simply raining and I don't need the cold protection, I'll wear a long sleeve t-shirt under the goretex ECWCS jacket. It has worked very well for me, and you can pick them up online for between $50-100 depending on size and condition.

I generally layer but if it is really COLD I pull out my Cabelas MTO50 Whitetail Extreme. Couple of weekends it was 35 degrees and drizzling but I just wore a long sleeve tshirt under it and was warm.

I really like my 4 in 1 jacket from Cabelas. I wear multiple layers underneath and only use the liner for the jacket when it get really cold. The shell does a really good job of keeping the wind and rain out.

In 20s degree weather I have to simply wear a short sleeve shirt underneath otherwise I will be a sweaty mess. Warmest/waterproof parka I've ever had period.
