No reason loading blanks is any different from any other handload. The star crimp is the elusive part.

All the blanks I ever fired had very little powder (if any) and used a blank adapter so the bolt would cycle.
Blank adapters are easy to get, but I don't know how you would crimp the end of the round.

Not sure what your end goal is. I fired a few primers in empty 270 win cases just to see how loud they were. They were pretty loud, of course I was in a garage when I did it though.

Anyone got a clue how to hand load 223 blanks? What are you firing these in, and what will they be used for? You could just load it with a primer and no powder or bullet, and it be pretty loud.

I am interested in loading up some blanks for a buddy, but this thread got me thinking about moving cows away from my feeder 80 yards out. BB gun won't reach out. Slingshot not likely in 4x4 box. I'm thinking a launcher and some low power blanks migh be very convincing 80 yards out behind a golf ball.

Based on the ATF response letters... specifically it would immediately be classified as a destructive device based on the example of using it against cows.
Here is part of the response from one of many response letters.
The device is a "solely for launching golf balls for recreational purpose and cannot be determined to be a weapon, therefore is is not a destructive device as defined, however should such a device be used as an offensive of defensive weapon, this classification would be subject to change"

Hmmm. I think some context is necessary. Plus, is driving cows away either offensive or defensive?
You could use a paintball gun to accomplish the same thing. I find it hard to believe that ATF would come after you based solely on the way you're using your paintball gun.

what more context do you need other than several specific ATF response letters to a specific device, a AR-15 golf-ball launching device.
This device, a Golf-ball launcher for the AR-15 has several ATF response letters for you to go read. Paintball guns are irrelevant, this is about a 223-blank powered device.
If you use one of these to shoot a golf-ball for other than it's intended purpose you have just turned it into a destructive device, by definition, and it is subject to ATF regulations.
