You can only efile a Form 1. You can do it anywhere there is an internet connection.
Just to make sure that it is done thoroughly, I go both ways.

yes the form 1 to build it....
so I can buy the lower - and file it online? I dont have to do that through the company I buy the lower from?

Buy a lower. Make sure it is listed as other on the 4473. Go online and fill out the form. Wait until it's approved. Than put it together

I would get it engraved with your trust's name and city before doing the Form 1. Never know if any problems might occur while getting it engraved like errors in engraving or lost in shipment. No problem doing it before since it's not an NFA item yet. I did mine after the stamp.
