The BOSS system is good, as you can change back and forth between having a brake or not, but you get the benefit of the tuner at all times.
Savage makes a brake that can be turned on or off, and a friend once used a bit of stainless steel foil to "turn off" a brake on one of his guns. The brake had an internal recess that the foil would spring into.
Since there are obvious benefits to turning a brake off or even down, it seems like we would see more designs that offer that option.
