"We're doing several things this year," Campbell says. First of all, the department is using an additional $400,000 gained through a Voluntary Public Access Grant through the Farm Services Administration and the U.S. Department of Agriculture. "This is a way to get more public lands out there, and we're trying to offer more seasonal game, doves, ducks, sandhill cranes, feral hogs."

One way to do that is by paying landowners market prices for access to their land and to seek long-term leases with properties that work best for hunters. Currently, the state is leasing property at a statewide average of $5 per acre, she says.

Terry Turney is a TPWD veteran employee, who is working to find landowners committed to the program. He's also looking for some non-traditional landowners. "We want to try to find foundation properties that we can lease and even land that's for sale but hasn't been bought," Turney says. "We all know we have an over-population of feral hogs and maybe some landowners need help with that."

That's one thing about Texas, we have VERY little public hunting compared to other states. I hope this works out.

It's been non-stop this morning with emails and phones from landowners wishing to lease their land.

Guess that answers my post on your other thread...

So, they want to lease the landowners land, pay them the same rate the owner could get from hunters, where they have control of numbers and harvest...and open it to the public for hunting scratch

Am I missing something?

The Voluntary Public Access and Habitat Incentives Program (VPA-HIP) provides grants to States and tribal governments to encourage owners and operators of privately held farm, ranch, and forest land to voluntarily make land available for public access for wildlife-dependent recreation, including hunting or fishing under programs administered by States and tribal governments.

Funny that you should knock a program that works so well for Kansas, Wisconsin, PA, 38 States, even Texas lately, etc, Or helped the Sportsman's, Youth hunters, Land Owners, Area retailers, restaurants, motel, and general public that applies for tags and APH permit and uses Walk In Hunting Lands.

For several years these States have benefitted from VAP-HIP WIHA program.

Almost 1,200,000 acre of land opened to public in just these 3 the states KA, WI, PA, the last few years? KA,400,000 acre, WI 400,000, PA 400,000 over the last 3 years opened to public because of VAP-HIP WIHA?
Sounds pretty good to me for an APH fee of $48 in Texas?

Texas should have had an additional 80,000 acre more opened to public in 2008 and 2009 but the money from VAP-HIP WIHA was either not appliied for or diverted to the cover defecit by the Texas Legislature. Or worse by Congress.
http://thehill.com/blogs/congress-blog/energy-a-environment/195833-no-funding-no-trespassing

Hopefully this years VAP-HIP WIHA money will open up 80,000 acre more of lands to public for recreation and hunting if it does not get diverted again.

Maybe you should consider returning your WIHA tag you were selected on in Kansas since "something is missing" or you don't like public hunting lands programs?

Walk-in Hunting Access Program
The walk-in hunting access (WIHA) program kicked off in 1995 in an effort to enhance the strong Kansas hunting heritage by providing hunting access to private property. The program has grown to one of the most successful access programs in the country. By 2004, over 1 million acres were enrolled in the program providing countless opportunities for sportsmen to pursue their favorite game at no additional charge. Although the majority of the acreage provides good to excellent upland game bird hunting, some areas provide opportunites for deer, waterfowl and squirrel hunting as well. Landowners receive a modest payment in exchange for allowing public hunting access. Payments vary by the amount of acres enrolled and length of contract period. Contract dates can be established from September 1 or November 1 through January 31 of each year. In addition, other lands are leased for spring turkey hunting only (April 1- May 31). Land enrolled can be in CRP, native rangeland, wheat or milo stubble and riparian or wetland areas. The area is posted with signs designating it as WIHA, regularly patrolled, and safety zones clearly marked. Liability is waived from private individuals who lease land to the state for recreational purposes. State law provides immunity from damages or injuries resulting from ordinary negligence. For more information fill out the application in the brochure below and send it to the Regional Office in your area or contact Private Lands Coordinator in Pratt Operations Office for more information.

Hope so. I have looked at them because they are so close they can be done after work.. Would love to see some more lands added to APH and I would start using them.

"Oops" Looks the legislature has already shorted TPWD by
2011 FSA Money Receivied $813,068
2011 TPWD allocated $400,000

Somebody shorted TPWD by $413,068 bang

Yes, you are missing quite a lot - the landowner has complete control over his/her land at anytime and they can restrict which legal means, species, seasons as they wish as long as they do not exceed the state season dates or bag limits.

You knock the Texas public program but you also apply for public hunting in other states confused2 Sounds somewhat hypocritical.

I normally stay away from public lands.
What starts out as nice property is trashed in no time, at least it is if you live close to Houston.

Shopping with your husband is like hunting with the game warden.
Experience is what you get, when you didn't get what you wanted.
