Since you are on a budget I'd suggest you go to Academy and get the following:
Game winner waders. They have waders ranging from $70-$160
Federal 3 inch #4 Steel for shells
Puddler pack of decoys and the egg weight Texas rig set.
Then have at it.
Things you might need:
A boat A layout blind
Things you don't necessarily need but will want after you get addicted;
Dog New shotgun Calls of various brands and types Better waders Better decoys More decoys Better shells
HRCH Washita's Kimber Locked N Loaded GRHRCH Firefly's Rally The Troops MH

No calls? When I had access to waterfowl land, I hunted with snake boots, a mallard call, some MOJOs (dove and duck) and some decoys. And a stool to sit on. Only did this for 2 years and only for early teal, but the call and MOJO seemed to work very well.

If you are where ducks want to be, you don't need a call...

And if you don't know how to call you will scare everything away! Get a pintail whistle. Easy to use & works for teal pins, etc.
