Question regarding baiting/goat weed

I have a field of thick goat weed I plan on shredding this coming weekend. Would it be considered baiting in your opinion if I picked and blended some of the seeds separately? Then after the field is shredded I would return the seeds/hulls by broadcast spreading over the shredded plant remains. In theory the end product is just natural vegetation that has been manipulated by shredding. Nothing has been added
I plan on calling the local GW later in the week to hear his thoughts but I figured I would run the idea by here first.

Usually that decision is based on normal agricultural processes and I don't think what you describe is normal agricultural process

You can shred but broadcasting after is baiting I have a friend that found out the hard way.

Goat weed doesn't release seed until October or later. You can hear popping when it does. You can definitely mow it (shred) but overseeding is illegal for dove. You won't attract big dove numbers early in season with it until it matures. If they are there, something else is drawing them in
Mowing a pasture of goateed is not considered an abnormal practice. It's a neusance weed for cattle
