Can a vented rib Barretta shotgun be cut and re threaded to accept the chokes? Say from 28" to 24"?

Yes, but to get them in an over the counter choke thread pattern is the less likely deal. Meaning Briley can do it but the chokes they give you will be specific to your gun and you won't be able to use it or buy additional anywhere but Briley (and it won't be an off the shelf choke).
Beretta was running a special on barrels a couple weeks ago, that would be your best option...just buy a new barrel.

Depends on if the bore diameter is different at 24". If it's the same most gunsmiths can thread it to accept over the counter chokes, including Briley as they sell chokes that fit almost all makes and models.

Call Briley and ask them. It depends on the wall thickness.
